Notes for briefing before Reps. M. Higgins (R–OH), D. Sklar (D–MI), and Rep. John Lewis (D–GA):
​
- Frame resonance events as infrastructure threats—grid instability, geological anomalies, EM interference.
- Downplay “entity” language; say “phenomenological patterns.”
- Stress importance of keeping research under civilian-military compartmentalization to avoid Cold War–style escalation with foreign powers.
- Avoid saying “portal” unless directly quoted. Instead: “localized topological divergence.”​
Rep. Higgins has shown interest in leyline mapping legislation. Recommend steering him away from proposing a national survey.

Rep. Sklar has asked multiple times about the Westville event. Reiterate that it was resolved by regional assets and does not meet threshold for federal emergency response under Mandate 9.2.
​
Rep. Lewis, to his credit, just asked how we sleep at night.
