Just a heads-up—Dr. Heiser is still insisting that we present his “Collective Belief Modulation” theory during the March 8th National Security Council subcommittee briefing. I recommend we do not include it in the sanitized presidential packet.

​

POTUS (Clinton) has already expressed “concern” over what he called "ghost stories written in Pentagon fonts." His staff flagged our last report on anomalous auditory loops in Arlington as “incompatible with voter confidence.”

Stick to numbers. Cite neural degradation from Red exposure as a biohazard. Sell the Seethe as a containable neurological condition. You’ll get funding that way.

Also, remove references to the phrase “living national memory.” Apparently that triggered a call from Gore’s office.
