INTERNAL REPORT – FBI LIAISON UNIT

Date: November 14th, 1993
From: Special Liaison Agent Nora Devlin (DCB–FBI Crossover)
To: D.C.B. Office of Legal Affairs
Subject: RE: FISA Compliance and Temporal Jurisdiction

We’ve hit another wall with the FISA court. They’re requesting legal precedent for detaining U.S. citizens based on “resonant contamination.”

Apparently, arguing that someone is “temporally off-sync with the consensus timeline” isn’t covered under traditional surveillance law. Imagine that.

I need language that re-frames Seethe exposure as a neural vector illness or cognitive infection akin to prion disease. The Bureau’s legal counsel is willing to cooperate, but they need something plausible enough to satisfy civil liberty watchdogs.

Also, remind Heiser not to refer to infected civilians as “metaphysical sinkholes with eyes” on any future joint briefings. He freaked out two senators and gave one of the interns an existential migraine.
